The Florida Department of Health regulates all public pools and bathing places as defined in Chapter 64E-9 of the Florida Administrative Code. This regulation is considered a significant factor in the prevention of disease, sanitary nuisances, and accidents.

The objective of the Swimming Pools and Bathing Places program is to reduce the transmission of disease and to reduce injuries to the patrons of public swimming pools and bathing places.  The Florida Department of Health in Flagler County issues annual operating permits for public swimming pools and bathing places and conducts routine inspections 2 times per year to ensure compliance with safety standards.
